At the initiative of the Communications Service under the Government of the Republic of Tajikistan, a meeting of the Technical Working Group was held at the conference hall of MegaFon Tajikistan to develop a framework for cooperation with development partners in the effective implementation of the Communications Sector Development Strategy until 2040, approved by the Resolution of the Government of the Republic of Tajikistan No. 231 dated 30 April 2026.

The meeting was co-chaired by Parviz Noriyon, First Deputy Head of the Communications Service under the Government of the Republic of Tajikistan, and Parvati Ramaswamy, United Nations Resident Coordinator in the Republic of Tajikistan.

The meeting brought together representatives of relevant ministries and government agencies, development partners, international financial institutions, United Nations specialized agencies, the Asian Development Bank, the World Bank, the European Bank for Reconstruction and Development, academic institutions, and the private sector, continuing the collaborative partnership initiatives.

Participants discussed advanced partnership mechanisms for implementing national programmes, concepts, and strategies through the establishment of a Digital Coordination Council. It was emphasized that the Council would provide strategic guidance, coordination, and oversight to ensure the timely implementation of the provisions of the Communications Sector Development Strategy of the Republic of Tajikistan through 2040. The Council’s work will be organized through three sectoral working groups: Infrastructure and Connectivity, Human Capital and Digital Skills, and Governance and Partnerships.

The primary objective of the Technical Working Group meeting was to prepare a draft Regulation governing the activities of the Digital Coordination Council and its working groups, as well as to agree on the active participation of development partners and other stakeholders within the coordination framework.

The outcomes of the meeting are expected to lay a solid foundation for establishing an effective coordination mechanism for implementing reforms and priority projects in the communications and information and communication technology (ICT) sector, thereby contributing to the country’s digital development and sustainable socio-economic growth.
