On 4–5 July 2026, at the initiative of the Communications Service under the Government of the Republic of Tajikistan, the State Institution “Communication Magazine” of the Communications Service organized a training seminar for representatives of the mass media at the Sarob Resort under the theme “The Role of the Media in Covering and Explaining the Strategic Objectives of the Communications Sector.”

The seminar brought together representatives of national newspapers, news agencies, television and radio networks, as well as heads of press services from mobile communications companies, Internet service providers, and subordinate institutions of the Communications Service. The event also featured senior officials and specialists from the Communications Service, representatives of JSC Tojiktelecom, the State Institution Digital Development and Satellite Communications Center, the State Unitary Enterprise Post of Tajikistan, the State Unitary Enterprise Electromagnetic Compatibility and Radio Monitoring Center, and other sectoral organizations, who participated as speakers and experts.

The primary objective of the seminar was to enhance media representatives’ understanding of the goals, priorities, and key directions of the Communications Sector Development Strategy of the Republic of Tajikistan through 2040, strengthen cooperation between government institutions and the media, and ensure professional, objective, and comprehensive coverage of the development of the communications sector and the digital economy in the country.

During the opening ceremony, participants emphasized the strategic importance of developing the communications sector in the context of the emerging digital economy. It was noted that the media play a vital role in promoting digital literacy, explaining government policy, and shaping public awareness.

Parviz Noriyon, First Deputy Head of the Communications Service, presented the Communications Sector Development Strategy through 2040, providing detailed information on the rationale behind its development, national priorities, the role of the communications sector in economic growth, issues of digital sovereignty, and the strengthening of national security.

The first module of the seminar focused on the development of fixed communications infrastructure and fiber-optic networks. Participants discussed the expansion of FTTH (Fiber to the Home) networks, broadband Internet deployment, improvement of telecommunications service quality, and efforts to reduce the digital divide between different regions of the country. Experts stressed that the development of digital infrastructure is one of the key drivers of national economic growth and improved living standards.

The second module addressed the development of mobile communications, the introduction of fifth-generation (5G) technologies, efficient radio frequency spectrum management, the development of digital corridors, the strengthening of Tajikistan’s transit potential, and the use of satellite communications. Participants were also briefed on plans for expanding 4G and 5G networks, increasing access to digital services in rural areas, and implementing regional digital infrastructure projects.

On the second day of the seminar, the third module focused on the digital transformation of the postal sector, the development of logistics services, the protection of digital infrastructure, cybersecurity, data protection, and strengthening the digital sovereignty of the Republic of Tajikistan. Speakers emphasized the importance of reinforcing the national information security system and safeguarding the digital environment as essential components of sustainable digital economic development.

Throughout the seminar, participants and experts engaged in active discussions, during which media representatives received detailed answers to pressing issues affecting the sector.

Participants also presented practical recommendations on improving media coverage of the implementation of the Communications Sector Development Strategy, enhancing the quality of analytical reporting, and promoting digital literacy among the public.

During the closing session, recommendations were presented to media representatives on ensuring consistent coverage of the implementation of the Communications Sector Development Strategy through 2040. In addition, the “Club of Journalists on Communications and the Digital Economy” was officially established.

Participants noted that such events are essential for strengthening cooperation between government institutions and the media, improving journalists’ professional expertise in digital technologies and communications, and ensuring high-quality, objective coverage of the government’s digital transformation policies.

The organizers expect that the outcomes of the seminar will contribute significantly to the further development of the sector’s information environment, enhance public digital literacy, and encourage broader media engagement in explaining the strategic objectives of the Republic of Tajikistan in the fields of communications and the digital economy.
